MDAs, MMDAs to face sanctions for failing to implement audit
recommendations

Accra, Oct 18, Ghanadot - Very soon, the rot, thievery,
embezzlement and other financial malfeasance, which
characterized the various Ministries, Departments and Agencies
and the Metropolitan, Municipal and District Assemblies (MMDAs),
will be a thing of the past.
This is because the Internal Audit Agency (IAA) is seeking
further powers from Ghana’s legislature to enable it sanction
MDAs and MMDAs which fail to implement audit recommendations.
This came to light at a day’s meeting with the IAA and Institute
of Internal Auditors (IIA) representatives on Audit Report
Implementation Committees (ARICs) in Accra, over the weekend.
Although, section 30 (1) of the Audit Service Act, 2000 (Act
584) requires all institutions subject to auditing by
Auditor-General, including MDAs and MMDAs to set up ARIC to
ensure the implementation of the recommendations of audit
reports.
Also, section 16(8) of the Internal Audit Agency Act, 2003 (Act
658) reiterates the need for all MDAs and MMDAs to comply with
section 30(1) of Act 584 and establish ARICs, most of these
institutions do not implement audit recommendations thereby
contravening the law with impunity.
The Director-General of the Internal Audit Agency, Patrick Nomo
admitted that the non-implementation of the various audit
reports of MDAs and MMDAs had led to loss of resources to the
state.
“This is why the Internal Audit Agency is working hard to ensure
that these institutions implement audit recommendations”.
According to him, it has been three years of working with the
ARICs of MDAs and MMDAs to improve the quality of audit services
and ensure effective implementation of audit recommendations.
However, Mr. Nomo disclosed that 76% of MDAs and 62% of MMDAs
which were ARICs members were not functioning well.
He observed that majority of heads and managements of MDAs and
MMDAs wanted to do the right things and be in compliance with
all legal and administrative requirements.
But there still remain huge Public Financial Management (PFM)
capacity gaps in these institutions, Mr. Nomo added.
The Deputy Director-General of the Internal Audit Agency, Mr.
Ransford Agyei emphasized the agency expected the ARIC
Representatives to submit reports timely to them on issues
emerging from the ARIG deliberations after each meeting in the
format prescribed.
“We also expect ARIC Representatives to immediately report
exceptional issues emanating from ARIC meetings to the
Director-General of the Internal Audit Agency”.
Touching on the qualities of ARIC members, Agyei indicated that
they were expected to exhibit confidentiality, independent
attitude of mind, understanding the MDAs and MMDAs’ business,
its products and services and controls and governance processes.
To ensure efficient and judicious use of public resources in
Ghana, he appealed to all relevant stakeholders in the ARICs to
play crucial role in the Financial Management of MDAs and MMDAs.
