EC adopts Policy Parkage on Climate Change

Accra, Jan 29, Ghanadot - The European Commission (EC) has
adopted a policy package entitled "Towards a comprehensive
Climate Change Agreement" held in Copenhagen, Denmark.
After the adoption of the EU climate and
energy package of December 2008, all eyes are now on the
international negotiations on climate change that are
scheduled to take place at Copenhagen in December, this
year.
The main issues to be solved this year will be the level of
emission reductions of developed countries and the nature,
scope and stringency of mitigation actions by developing
countries.
In a release issued by the delegation of the European
Commission in Ghana, it stated that the issue of financial
support for adaptation and mitigation action in developing
countries will be a central item of debate, probably until
the last night of the Copenhagen conference.
The EC policy package constitutes an essential input to EU
policy development and position building, especially with
regard to the Spring Council in March, this year.
The policy package sets out concrete proposals for action by
the EU and the rest of the international community with the
aim of avoiding the worse effects of anthropogenic climate
change. It also presents an outline of an effective
financial architecture to support the necessary action
agreed upon in Copenhagen.
The key points of the package are that, the developed
countries should continue to take the lead in international
efforts to fight climate change.
To this end, the EU had already proposed that they would
commit more to cutting their Green House Gas (GHG)
emissions, as a group, to an average of 30% below 1990
levels by 2020 under a new global climate change agreement
if other developed countries make similar commitments.
In order to ensure comparable contributions by each
developed country to this overall effort, this communication
sets out four criteria that should be consistently taken
into account when setting national reduction targets like
GDP per capita, green house gas emissions per unit of GDP,
trend in GHG emissions between 1990 and 2005 and population
trend over the period 1990 to 2005.
