No more illegal connections of water- As AVRL sets up GIS
By Masahudu Ankiilu Kunateh, Ghanadot

The problems of illegal connections of water will be a thing of the past, as Aqua Vitren Rand Limited (AVRL), the company operating on behalf of Ghana Water Company Limited (GWCL) has set up the Geographic Information System Departments in the Greater Accra, Ashanti, Central and Brong Ahafo regions.

The Northern Regional office of the GIS will be completed by the end of the year, while the Eastern, Western, and Volta regions will be hooked up to the system in the near future.

The overall goals of the departments are to provide a geographic framework which would serve as a tool to support the company to develop a plan for systematic measurement and reduction of non-revenue water in the service area, develop plans for flow control and the effective management of districts to the walk and cycle level to know where the strategic assets are located, conditions of the assets, develop applications and manage remotely these assets to increase revenue collection so as to increase sustainable potable water service delivery.

This came to light at the commissioning of the GIS Department in Accra.

The Manager of the Geographic Information Systems, Mr. Richard Appiah Otoo stressed that “We believe the GIS will help the company to address the problems associated with water delivery in the country”.

He was quick to say that for the GIS to work effectively and efficiently there must five key components, including hardware, software, quality staff and data.

Mr. Otoo revealed that currently a total of 1,494 newly connected customers were mapped from the beginning of 2009, while 5,223 customers representing 26% of the total 20,026 untraceable customers for the three Accra-Tema Metropolitan Areas last year had now been mapped.

He further revealed that a total of 2,038 illegal customers were regularized during the first quarter of the year 2009 and were granted amnesty.

Touching on meters reading, the GIS Manager added that the total number of meters read till date is 25,658.

The Director of Water at Ministry of Water Resources, Works and Housing, Mr. Mintah Aboagye, who read a speech for the sector Minister, Mr. Albert Abongo appealed to the company to maintain the facility so as to provide continually useful information on customers to enhance service delivery and revenue generation.

To the staff who will be manning the facility, he advised to work assiduously and desist from any acts that would collapse the system prompting to reversion to old ways.
