Government to Rescue MDAs

Accra, Jan 27, Ghanadot - The Chief Director of the Ministry of Finance and Economic Planning, Nana Juaben-Boateng Siriboe has called on government institutions and agencies that require counterpart funding for projects to formally present such proposals through their various ministries and agencies for consideration in the 2009 budget statement.

He said the 2009 budget was currently being darfted, and therefore, any such projects could be added for the appropriate funds to ensure that government projects did not lag behind.

Mr. Siriboe urged all project implementation units (PIUs) to ensure that the appropriate procedures were followed to ensure that efficient and effective implementation of all government projects in the country.

He expressed regret that disbursement rates, especially for projects involving loans contratcts by the government from the African Development Bank (AFDB) were abysmally low at 15 per cent.

Mr. Siriboe was speaking at the opening of a six-day national workshop on Project Implementation orgainsed by AFDB and the Government of Ghana. The workshop is meant to sharpen the skills of personnel in the various ministries, departments and agencies (MDAs) to make them understand the procurement and disbursement requirements of AFDB projects.

According to him, government had a mission to achieve a middle-income status for the country in the shortest possible time and that PIUs had the responsibility to ensure the proper disbursement and implementation of projects.

He hinted that his ministry was in discussion with the office of the Head of Civil Service to ensure that members of PIUs who have being able to perform their duties well, resign to make way for those who could work more effectively.
